Brazil: Rousseff in Run-off

The Brazilian national elections have a system that is sure to cause voter fatigue. After months of a long campaign, the voters failed to give any candidate the majority necessary to win outright. Instead, voters must choose again between the two leading candidates, Lula’s hand-picked successor, or a former governor and government minister. Either way, Dilma Rousseff is likely to be Brazil’s next President barring something unforseen. Will Brazil have it’s own “October Surprise”? Remains to be seen.
